The Marina Militare is a most potent force, equal to the Spanish and almost to the level of the French one, whith whom they share a few common ships design in an usualy more heavily armed version (2 Horizon frigates, the Italian ones boasting more guns than the French; FREMM frigates, also a bit more heavily armed but, if I remember well, with less land attack capacity than the "action toward land" version of the French FREMM, etc. But a good part of the frigate force is old and budget cuts are coming in fast. The submarine arm has been quite diminished in the recent years too.
alot of European navies wear those. i believe its to serve as protection against flash fires. to be honest i've wondered why our own navy doesn't follow that simple protection lead.
two biggest dangers for a crewman at sea are drowning and burning.
