Since Cdr. Salamander's site quote is that the companion ship is former USS Bronstein (FF 1037), now under Mexican flag, and that they're conducting exercises there, this would probably be a Mexican courtesy flag, I suppose, yes. But raised at the wrong quarter, I think.
What do you mean "at least"? Either I'm mistaken in my nautical knowledge, traditions are a bit different that side of the pond or someone can't be trusted to tie his shoes.
