I think it's the Elcan SpecterDR, which are being supplied to USSOCOM. Looks like an interesting device, with both red-dot CQB and longer range shooting in the same sight. Interestingly, the British Army have adopted a version for use with the SA80 rifle (see the bottom link for article and video).
