Would the FBI HRT turn over responsibility to the bad boys from FT. Bragg? Looks like it to me but we might never know...
One thing for sure. They've found bombs. They have the bastard cornered. They're going to do an assault...unless a sniper gets a clear shot.
FBI will never "turn over" an ongoing incident to a DOD entity. There is a PDD that allows DOD entities to be used "in assistance" to/with the DOJ HRT. In addition, man for man the HRT is a much more capable entity and the team has the capability to handle the Boston incident easily.
