It appears from the form that this is a "penalty assessment notice" and not a "summons and complaint." People (and armies) don't normally go to court for a parking ticket. At 9,000 a month they've have to build a new courthouse in Boulder.
Not sure how it is in Boulder, but here in California I have seen numerous tickets dismissed due to lack of, missing, or illegible code violation numbers.
Since this ticket has only words describing the violation, it likely would not be valid here.

Force Marching in the rain around Vieques PR I came up on an M-48 Marine tank with an M-151 MP blue lights flashing jeep and the MP was standing with one foot propped up on a section of track writing the complaining and gesticulating TC a ticket for traveling too fast past dismounted and force marching troops. I found that both a comfort and ludicrous.
