Any sources ? This type of uniform, weapon and helmet type can be found in almost every type of former soviet bloc country's. Lack of any badges don't help.
I think he was referring to Russia's initial claim that the armed soldiers running around Crimea prior to the "annexation" were not Russian but local Ukrainians.
No, it's the attempt by Ukraine's "new government" (the one that is in Kiev currently) to aquire any kind of a fighting force that would protect it, as the Ukrainian army is useless and the Right Secror goons are kind of likely to turn on them.

You can tell it's a photoshop by looking at where the warhead normally would go (where the blue motor is in the above photo). You can see the clear and very bad use of sampling and cloning the surrounding colors.
