Well, the Tiger just cost too much for what it delivers, i mean for the price of a single tiger you can buy like three Mi-35 or two Mi-35M. Anywone who needs a serious attack helo and has money buys Apache. Even the italian A-129 Mangusta wich is better armed by the way is cheaper. For some reason or another the europeans do not built attack helicopters like the US or Russia.
It's not like they don't build attack helos, Tiger and A-129 are pretty modern platforms with Turkey modification of A-129 the T-129 ATAK it's even better. But indeed, the attack helos market is rather low.
US operate another incarnation of Cobra and Apache. Russia also incarnation of mighty Hind, small series of Ka-50/52 and Mi-28. RPA a limited number of Rooviak. China two or three new designs still in limited numbers. Some other nations like Iran, Japan ect. try to design own mainly light attack helos.
That's are rather costly things, most nations will be happy to operate multirole helos. Lowe costs and no need to posses heavy attack platforms.
But turkey supports ISIS, why would they provide weapons to someone who wants to kill their friends? It would make more sense to buy south african/russian/chinese assault helicopters, but they take time to build, second hand or leased Su-25s would probably be the best thing they could get right now, that and more more tanks, artillery, MRAPs and supply trucks, so they can encircle these cities.
