I had always assumed that Berger got buy in from the retired 4 stars.

Apparently he hadn't.

That's stunning and curious.  This fucker actually hatched this scheme in a dark room with a bunch of junior officers and tried to ram in down.

He's not even a good change agent.  This smacks of arrogance that I've only imagined.
