We have a ton of generals/colonels (probably WAAAAY TOOOO MAAAANY!!!). I imagine the Russians do to, but the losses is becoming borderline spectacular. Does their senior leadership operate closer to the front than our own? Is it their doctrine or is Ukrainian Special Ops just getting incredibly lucky.
