If this is China they're being extremely sloppy. Why this and why now?

Why would the Chinese attempt to saturate the field like this? Kinda sloppy in my opinion. Its not enough to know that they're sending these balloons. We gotta figure out the reasons behind it all. Its important to figure out their intent with this.
